Officials and public employees receiving and resolving administrative procedures in the electronic environment must have the responsibility to guide and support organizations and individuals to carry out administrative procedures in the electronic environment.

According to Clause 2 Article 6 of Decree 45/2020/ND-CP, officials and public employees, when receiving and resolving administrative procedures in an electronic environment, are prohibited from performing the following acts:
- Obstructing the choice of organizations and individuals to conduct administrative procedures in an electronic environment;
- Requesting organizations and individuals to submit paper documents to verify and check the components of the dossier that have been digitally signed and legally recognized in the process of receiving and resolving administrative procedures;
- Illegally interfering in the process of conducting administrative procedures in an electronic environment, including: transmitting, collecting, processing, sending, or notifying the results of dossier processing, payment transactions; illegal interference, falsification of dossier data, payment transactions, results of administrative procedure processing; unauthorized disclosure of information, copying data;
- Fraud, impersonation, appropriation, illegal use of the electronic identity of organizations, individuals, authorized agencies;
- Other prohibited acts related to the activities of officials and public employees in an electronic environment as specified by law.
In addition, the Decree also stipulates the obligations of organizations and individuals requiring the implementation of administrative procedures in an electronic environment as follows:
- Promptly and accurately provide registered electronic transaction information to the agency handling administrative procedures;
- Manage and use electronic transaction accounts safely and securely;
- Be responsible for the accuracy and legality of the declared dossier information when performing administrative procedures in an electronic environment;
- Monitor, update, and respond to information related to electronic transactions with the agency handling administrative procedures and comply with the instructions and notifications from the agency to organizations and individuals;
- Fully comply with the regulations on performing administrative procedures in an electronic environment; fully pay fees, charges, and other financial obligations (if any) as prescribed;
- Be held accountable before the law for violations of the provisions at Clause 3 of this Article and other relevant legal provisions.
