Recently, the Government of Vietnam issued Decree 78/2014/ND-CP amending and supplementing several articles of Decree 78/2014/ND-CP regarding the Ho Chi Minh Prize, State Prize, and other awards in science and technology.
From September 16, 2019, the Council for Awarding Prizes in Science and Technology at all levels must operate according to the principles stipulated in Clause 4, Article 1 of Decree 60/2019/ND-CP as follows:

- The Council evaluates fairly, democratically, objectively, votes by secret ballot, and decides according to the ratio specified for each award level;- The Council for awarding prizes only considers dossiers that meet all required documents and materials;- The State-level awarding council only considers works recommended by the specialized State-level awarding councils; the specialized State-level awarding councils only consider works recommended by the awarding councils of ministries, central authorities, and local authorities; the awarding councils of ministries, central authorities, and local authorities only consider works recommended by the grassroots awarding councils;- The awarding of prizes to works containing state secrets follows the general process and procedures but must comply with regulations on state secret protection.- The grassroots, ministries, central authorities, and specialized State-level awarding councils:
- The number of council meetings depends on the quantity and scale of the works recommended for awards, determined by the Permanent Agency organizing the awards based on the Chairman's proposal;- Council meetings must have at least 3/4 of the council members attending, presided over by the Chairman or a Vice-Chairman (authorized in writing by the Chairman) and include two reviewers. The Chairman stipulates the working procedures of the Council based on the agreement of the council members.- Members of the awarding councils at all levels are responsible for studying, reviewing, and evaluating the dossiers of the works recommended for awards in writing; absent council members must send written reviews and evaluations of the works recommended for awards; the meeting content must be recorded in minutes, signed by the presiding officer and the scientific secretary elected by the council.
- The State-level awarding council: The council meeting must have at least 90% of the members present, including the Chairman or the Vice-Chairman (authorized in writing by the Chairman), the number of meetings, procedures, and working processes of the council are stipulated by the Minister of Science and Technology.
