On November 15, 2017, the Ministry of Agriculture and Rural Development issued Circular 23/2017/TT-BNNPTNT stipulating regulations on reforestation when converting forest land to other uses.

According to Circular 23, the management and implementation of the responsibility for reforestation when converting forest land use purposes are based on the following principles:

- Strictly comply with the legal regulations on forest protection and development.- Have a reforestation plan approved by the competent authority with an area at least equal to the area of the forest converted to other purposes; or have proof of payment for reforestation.- The project investor must organize the reforestation themselves or complete the obligation to pay for reforestation.- The investor organizing the reforestation themselves must have land area without forest that has been allocated or leased by the State for reforestation according to legal regulations.- The expenses for reforestation are determined in the total investment of the project; the unit price for reforestation is decided by the Provincial People's Committee (PPC).
