05 Methods of Working for the Film Appraisal Council Using the State Budget

On December 27, 2016, the Ministry of Culture, Sports, and Tourism issued Circular 15/2016/TT-BVHTTDL promulgating the Regulations on the organization and operation of the Literature Script Appraisal Council for films using the state budget.

The working mechanism of the Appraisal Council must be based on the following principles and methods:

- The Council operates on the principle of collective discussion and democratic deliberation to evaluate and classify the quality of scripts.- The Chairman of the Council presides over the Council's script appraisal sessions. In case the Chairman is absent, a Vice-Chairman is authorized to preside.- The time to organize the Council's sessions is determined based on the requirements of the film production project during the year and the actual number of scripts requested for appraisal. The Council meets at least once a year to evaluate activities and draw lessons.- A Council session must have at least 2/3 of its total members in attendance; absent members must send their Appraisal Forms as stipulated in Clause 3, Article 8 of this Regulation. The Council's conclusions must be approved by 2/3 of the total appraisal opinions of the Council members and must be recorded in the Council meeting minutes.- The opinions and Appraisal Forms of the Council members must be documented and compiled for the project management agency to draft the Script Appraisal Report.
