Recently, the Ministry of Home Affairs of Vietnam issued the Circular No. 1/2021/TT-BNV issued on January 11, 2021 guiding the organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in Vietnam.
According to Clause 1 Article 5 of the Circular No. 1/2021/TT-BNV of the Ministry of Home Affairs of Vietnam, activities of organizations in charge of election are as following:
- Based on specific conditions, the competent agency establishes electoral organizations which have the right to summon officials and public employees of state agencies, non-business units and political organizations, socio-political organizations and social organizations that assist the organization in charge of the election under the decision of the head of the organization in charge of the election;
- The organizations in charge of the election shall thoroughly implement the tasks and powers of each organization in charge of the election as prescribed by the Law on Election of Deputies to the National Assembly and People's Council of Vietnam; members of the organizations in charge of the election must be fully trained in skills and expertise to conduct the election of National Assembly deputies and People's Councils, with special emphasis on training for members of the Election Team;
- The organizations in charge of the election shall perform the work in accordance with the Law on Election of Deputies to the National Assembly and People's Council of Vietnam and shall periodically report according to progress on the situation of preparation and implementation of the election with the organization in charge of the election of the immediate superior and the competent authority.
- In case of an outbreak of an epidemic requiring social isolation, natural disasters, storms and floods leading to fragmented terrain, the Provincial Election Commission shall report to the National Election Council for consideration and decision on the plan to hold the election at isolated or divided areas.
