This is a noteworthy content in Circular 33/2020/TT-BGDDT of the Ministry of Education and Training regulating the appraisal of local educational materials in Vietnam, issued on September 15, 2020.
05 Criteria for appraisal of local educational materials in Vietnam (Illustrative image)
According to Article 3 of Circular 33/2020/TT-BGDDT, the citeria for appraisal of local educational materials in Vietnam are specified as follows:
Criterion 1. Prerequisite conditions for the materials
- The content and format of the materials must not violate the laws of Vietnam and must comply with national standards for publications.
- The content and format of the materials must not contain biases related to ethnicity, religion, profession, gender, age, or social status.
Criterion 2. Content of the materials
- The content of the materials must accurately and fully reflect the cultural and historical traditions of the locality; geographical, economic, and vocational orientation issues of the locality; political-social, environmental issues of the locality, and other contents as prescribed by local education content in the general education program issued by the Minister of Education and Training (hereinafter referred to as the general education program); ensuring the basics, scientific aspects, practicality, and relevance to the local reality.
- Terminology, concepts, definitions, data, events, and images must be accurate, objective, consistent, and suitable for the students' level; data, events, and images must have clear origins.
- New scientific achievements related to local education content must be updated and appropriate to the objectives of the general education program. The materials should be open-ended, encouraging diverse approaches to ensure meeting the objectives and requirements for local education content.
- Educational contents related to national sovereignty, human rights, children's rights, gender equality, sustainable development, environmental protection, and adaptation to climate change must be reasonably represented.
Criterion 3. Methods, teaching forms, and assessment in the materials
- The content of the materials should enable teachers to creatively apply methods and forms of teaching that center on students' learning activities; emphasize practical application and knowledge to solve local real-world problems; provide opportunities and encouragement for students to be active, proactive, creative, and to realize their potential.
- The content of the materials should accurately, sufficiently, and clearly present the required levels of student qualities and competencies and the requirements for assessing educational outcomes, appropriate to the socio-economic characteristics of the locality and the required levels of student qualities and competencies in the general education program, forming a basis for accurate evaluation of educational results.
Criterion 4. Structure and presentation format of the materials
- The materials must be designed around themes suitable to the content prescribed in Clause 2 of this Article and compatible with educational plans for subjects and educational activities at each educational level, class level in the general education program.
- The presentation format of the materials should be balanced and harmonious between text and imagery, systems of symbols, icons, fonts, font sizes; illustrations, images, tables, charts, graphs, maps, drawings should be appropriate to lesson content and student age.
Criterion 5. Language used in the materials
The language used in the materials should be Vietnamese, adhering to spelling and grammar regulations, abbreviations, symbols, transcription, and units of measurement as per the Ministry of Education and Training’s regulations; the expression should be clear, easy to understand, precisely conveying the intended content, and appropriate to the students' age.
