05 conditions for registration and issuance of motor vehicle license plates when participating in road traffic in Vietnam

According to the Draft Law on ensuring road traffic order and safety of Vietnam, 05 conditions for registration and issuance of motor vehicle license plates when participating in road traffic are as follows:

1. Motor vehicles of legal origin according to the provisions of law; ensuring quality standards, technical safety and environmental protection;

2. Citizen identification or documents proving the permanent residence of the vehicle owner (when there is a database on citizen identification, this provision does not apply); Citizen identification of the person who comes to carry out the procedures (for vehicles owned by agencies or organizations); Letter of introduction from the State Protocol Department or the Department of Foreign Affairs (for agency vehicles and people working in diplomatic missions, consular offices, representative offices of international organizations in Vietnam);

3. Papers proving vehicle ownership;

4. Fully comply with taxes and fees as prescribed by law;

5. The vehicle registration authority shall immediately issue the license plate number and issue the vehicle registration certificate within 2 working days when the prescribed conditions are satisfied.

Besides, the Draft Law on ensuring road traffic order and safety of Vietnam stipulates cases where registration and license plates are not granted when participating in road traffic as follows:

- The dossier is not guaranteed according to the above provisions;

- Motor vehicles in civil disputes, vehicles whose license plates are installed in a position that causes difficulties for observers and do not comply with other provisions of law;

- Motor vehicles are not allowed to circulate according to the provisions of law; the vehicle has the conclusion of the competent authority that the engine number, chassis number or only the engine number or chassis number has been cut or welded, or the vehicle is chiseled with the engine number, chassis number, or the engine number or frame number is chiseled;

- Motor vehicle violations of security and order: Arbitrarily changing paint colors, painting, advertising, installing equipment on vehicles, changing the use features of vehicles in contravention of regulations.
