05 Conditions for Organizations and Individuals Implementing Scientific and Technological Projects

Subject of basic research funded by the National Foundation for Science and Technology Development in the field of natural sciences and engineering, social sciences, and humanities must comply with the conditions listed in Circular 37/2014/TT-BKHCN as follows:

- For the host organization of the research topic:

- Scientific and technological organizations registered for scientific and technological activities, with functions consistent with the professional field of the research topic;- Fully assume the responsibilities of the host organization for the funded research topics as stipulated in Clause 1 and not fall under the cases specified in Clause 2 Article 20 of Circular 37.

- For research topic directors:

- Professionally suitable with the research topic content, engaging in research activities at a scientific and technological organization. If the research director does not belong to any science and technology organization, a reputable Vietnamese scientific and technological organization in the relevant professional field must sponsor and accept to act as the host organization;- Has research capabilities meeting the research topic's requirements: holding a Ph.D. degree or academic ranks of Associate Professor, Professor with relevant specialized research results published in reputable international journals within 5 years up to the application submission date;- …

- Members of the research group must have professional qualifications and skills suitable for the research content, including:

- Key research members, scientific secretaries: holding a Ph.D. degree or academic ranks of Associate Professor, Professor with relevant research results published in reputable national or international journals within 5 years up to the application submission date;- Graduate students participating in the research topic must have dissertations relevant to the research topic, with a dissertation topic assignment decision not exceeding 24 months up to the application submission deadline;- Technicians, other support staff.

- For strong research groups, in addition to the requirements specified in Clause 1, 2, and 3 Article 10 of Circular 37, must meet the following requirements:

- The research director has publication results in reputable ISI journals relevant within 5 years up to the application submission date, capable of gathering many high-level experts to participate in the research topic, maintaining regular scientific research collaboration with international research groups in the same field or inter-disciplinary fields;- Have at least 02 key research members of the research topic meeting the requirements of the research director specified in Clause 2 Article 10 of Circular 37;- The host organization of the research topic must have adequate material and technical facilities, research capabilities, and commitment to support during the research period.

- Each individual may simultaneously participate in no more than 02 research topics, including being the director of no more than 01 basic research topic funded by the Foundation.
