04 types of data on toll collection at toll stations in Vietnam from January 1, 2025 are stipulated in Circular 34/2024/TT-BGTVT.

On November 14, 2024, the Minister of Transport of Vietnam issued Circular 34/2024/TT-BGTVT stipulating the operations of road toll stations.

04 types of data on toll collection at toll stations in Vietnam from January 1, 2025

According to Article 10 of Circular 34/2024/TT-BGTVT, the data regarding toll collected at toll stations in vietnam includes:

- Data on toll include transportation account information data and transaction data on toll payments.

- Transportation account information data includes transportation account information as per regulations on electronic transport payment laws.

- Transaction data on toll payments includes:

+ Files containing payment information data according to electronic transport payment laws;

+ Files containing traffic volume, revenue, single tickets, monthly tickets, quarterly tickets;

+ Lane monitoring video files, panoramic monitoring video files.

- Data on toll must comply with electronic transaction laws and network information security laws.

Note: Data storage of toll collection:

- Minimum 1-year storage: panoramic monitoring video files;

- Minimum 5-year storage: lane monitoring video files; images captured of vehicles passing through the toll station;

- Stored from the commencement of toll station operations until 10 years after the termination of the PPP project contract or from the date of toll station cessation: payment transaction data files (excluding vehicle images, license plate images); data files on traffic volume, revenue, single tickets, monthly tickets, quarterly tickets;

- Transportation account information data files must be stored from the time of account opening until 10 years after the closure of the transportation account.

Guidelines for connecting toll collection data from toll stations in Vietnam from January 1, 2025

The connection of toll collection data from toll stations is carried out under Article 9 of Circular 34/2024/TT-BGTVT as follows:

- Toll collection data is connected according to existing fee collection standards, laws on electronic transport payments, and the requirements of competent authorities.

- Service providers of toll payments must ensure the connection, data sharing, and synchronization on the basis of readiness, feasibility, convenience, avoiding duplication and waste in accordance with this Circular and relevant legal provisions. The cost of data connection between Back-End systems will be agreed upon by toll payment service providers.

- Data on toll must be connected to the electronic transport payment database management system as per electronic transport payment laws.

- The connection of toll collection data must ensure transmission speed, redundancy, and meet the requirements for information and data security as per electronic transaction laws, cybersecurity laws, and network information security laws.

Refer to the Circular 34/2024/TT-BGTVT (effective from January 1, 2025) replacing Circular 45/2021/TT-BGTVT of the Minister of Transport regulating the operation of road toll stations.
