Article 9 of Decree 78/2020/ND-CP specifies 04 eligible groups for reserve officer registration as follows:

- Commissioned officers, professionals serving in the military who cease active service and still meet the standards and conditions of reserve officers;

- Professional soldiers, non-commissioned officers preparing for discharge and non-commissioned reserve officers who have been trained as reserve officers;

- officials and public employees and citizens with a university degree or higher, students upon graduation who have received reserve officer training;

- Graduates of the Commune-level Military Command Chairman training program in the grassroots military sector who have been conferred the rank of reserve officers.

Note: The above-mentioned eligible groups for reserve officer registration are not allowed to register in the following cases:

- Under criminal prosecution;

- Convicted to imprisonment or non-custodial reformation;

- Unauthorized departure or illegal stay abroad;

- Do not meet the health standards as stipulated.

However, the group "Under criminal prosecution" with a decision from the competent authority declaring them not guilty will be allowed to register as reserve officers.
