The Minister of Culture, Sports and Tourism has issued Circular 08/2019/TT-BVHTTDL stipulating the procedure for judicial expertise on cultural products.
At Article 5 of Circular 08/2019/TT-BVHTTDL, four steps are provided for the preparation for judicial expertise on cultural products, specifically as follows:

- Step 1: The judicial expert, judicial expertise organization shall study the dossier of the solicited request and the specific provisions of relevant laws to prepare for the judicial expertise. If further clarification on the content of the solicitation, expertise request, or subject of expertise is necessary, the solicitor or requester shall be asked to provide additional information and related documents.- Step 2: The judicial expertise organization shall, based on the dossier of the solicitation and the expertise request, select an appropriate case-specific judicial expert and designate the person responsible for coordinating the judicial expertise process.- Step 3: The judicial expertise organization shall conduct collective judicial expertise on the subject of expertise. The number of judicial experts must be at least 03 persons. The decision on conducting judicial expertise shall be made according to Form No. 01 in the Appendix issued together with Circular 08.- Step 4: If necessary, the judicial expert shall obtain test results or other expert conclusions before making an evaluation.
In which:
- Judicial experts on cultural products include judicial experts and case-specific judicial experts in the cultural sector of the appropriate specialty who have been appointed and announced according to the provisions of the law on judicial expertise.
- Judicial expertise organizations on cultural products include the Ministry of Culture, Sports and Tourism; Departments of Culture, Sports and Tourism; Departments of Culture and Sports of provinces and centrally-run cities; case-specific judicial expertise organizations with relevant specialized activities that have been announced according to the provisions of the law on judicial expertise.
