04 Steps to Determine the Tasks Ordered by the Ministry of National Defense

Recently, the Minister of National Defense signed and issued Circular 180/2019/TT-BQP, stipulating the order and procedures to propose and determine commissioned science and technology tasks within the Ministry of National Defense.

Based on the requirements, tasks, science and technology work plans (or guidelines from the Department of Military Science), agencies and units are to send official letters with proposals for orders for the following year to the Ministry of National Defense (via the Department of Military Science) before January 1 each year. The ordering proposals shall be implemented according to the prescribed form attached to Circular 180/2019/TT-BQP as follows:

- Proposal for the Ministry of National Defense's ordering tasks by agencies and units directly applying the research results (abbreviated as application proposal), includes: Science and technology topics according to Form M1-DXUD; experimental production project according to Form M2-DXUD; scientific proposal or science and technology project according to Form M3-DXUD.

- Proposal for the Ministry of National Defense's ordering tasks by agencies and units not directly applying the research results (abbreviated as research proposal), includes: Science and technology topics according to Form M4-DXNC; experimental production project according to Form M5-DXNC; scientific proposal or science and technology project according to Form M6-DXNC.

Step 1: The Director of the Department of Military Science advises on the proposal for the Ministry of National Defense's ordering tasks per the instructions of the leaders of the Ministry of National Defense and the practical requirements of the Army. The ordering tasks proposal is sent by the Department of Military Science to the agencies and units that can apply and receive research results for comments and commit to the responsibility of the application.

Step 2: Based on the ordering tasks proposal by agencies and units directly applying the research results and the comments collected, the Department of Military Science selects, consolidates, and compiles a list of ordering tasks for the Ministry of National Defense.

Step 3: Within 30 days from the time the application unit's commitment is received, the Department of Military Science organizes an advisory council for the tasks in the consolidated list to develop the list of ordering tasks for the Ministry of National Defense, seeking comments from functional agencies and specialized scientific councils before submitting to the leaders of the Ministry of National Defense for approval.

Step 4: The list of ordering tasks is submitted to the leaders of the Ministry of National Defense for review and approval to directly deliver or select agencies and units competent to implement.
