04 Steps for Payment of Cost Support for Transportation Enterprises Performing Social Security Tasks

Procedure for Settlement of Cost Support for Railway Transport Enterprises Performing Transport Services for Social Welfare Missions is guided in Article 6 Circular 49/2019/TT-BGTVT, specifically:

Step 1: Within 30 days from the end of the quarter, the railway transport enterprise shall submit 01 dossier for the settlement of the cost of performing transport services for social welfare missions as prescribed in Article 5 of this Circular to the Vietnam Railway Authority (the dossier is submitted to the Vietnam Railway Authority directly via official dispatch or through the postal system).

In the case that the dossier for the settlement of the cost of performing transport services for social welfare missions is not sufficient as required, within 03 working days from the date of receipt of the dossier, the Vietnam Railway Authority shall issue a document requesting the unit to supplement the dossier as prescribed.

Step 2: The Vietnam Railway Authority shall organize the inspection and approval of the settlement of the cost of performing transport services for social welfare missions of the railway transport enterprise and report to the Ministry of Transport the results of the approval within 15 days from the date of receipt of a complete and valid dossier.

Step 3: After receiving the report on the results of the settlement approval from the Vietnam Railway Authority, the Ministry of Transport shall appraise the settlement report on the costs of performing transport services for social welfare missions of the railway transport enterprise and send a document to the Ministry of Finance as prescribed in point a, clause 4, Article 47 Decree 65/2018/ND-CP.

Step 4: Based on the opinions of the Prime Minister of the Government of Vietnam, the Ministry of Finance shall notify the Ministry of Transport of the decision to provide price support to the enterprise.

Note, the arrangement of budgetary funds and the payment of cost support for performing transport services for social welfare missions for the railway transport enterprise shall be carried out following the guidance of the Ministry of Finance and the provisions of law.
