This is an important content in Circular 51/2012/TT-BGDDT regulating the organization and activities of inspections at higher education institutions and professional secondary schools, promulgated on December 18, 2020.

To be specific: at Article 8 of Circular 51/2012/TT-BGDDT, 04 standards for officials conducting internal inspection at universities, academies, scientific research institutes authorized to offer doctoral training, universities, colleges, and professional secondary schools are stipulated as follows:

  1. Are officials and public employees or persons who have signed indefinite-term labor contracts with the school;
  2. Have good ethical qualities, exemplary in law compliance; possess a sense of responsibility, integrity, honesty, impartiality, and objectivity; lead a healthy lifestyle and respect public conduct rules;
  3. Meet the standardized education level according to the provisions of the Education Law for each training level;
  4. Have knowledge of policies and laws; understand the inspection procedures, possess the capability to analyze, aggregate, and evaluate the management activities of the institution; and have the ability to review, conclude, and recommend measures for post-inspection handling.

Officials conducting internal inspection have the following specific tasks and powers:

- Perform tasks as assigned by the Head of the inspection committee (department);

- Recommend to the Head of the committee (department) on matters within the tasks, powers, and responsibilities of the Head of the inspection committee to ensure the completion of assigned tasks, recommend issues arising during the inspection process;

- Report the results of assigned tasks to the Head of the committee (department), be accountable to the Head of the committee (department) and the law for the assigned tasks;

- Participate in the Internal Inspectorate or conduct independent inspections as required by the Principal. When participating in the Inspectorate, internal inspectors have the powers and responsibilities as specified in Clause 3, Article 10 of this Circular.
