04 Responsibilities that the Journey Monitoring Service Provider Must Comply With

Circular 10/2015/TT-BGTVT stipulates the responsibilities and handling of violations in transportation activities by automobiles, issued by the Minister of Transport on April 15, 2015.

According to Circular 10/2015/TT-BGTVT, the unit providing journey monitoring services is the unit that organizes the provision of management, exploitation, synthesis, analysis, and storage of data from the journey monitoring devices of automobiles under a contract with the transport business unit.

The unit providing automobile journey monitoring devices must ensure the condition of physical facilities, equipment, and personnel to maintain the quality of the products and services provided, installing journey monitoring devices for customers in compliance with the law, and the unit providing journey monitoring services has the following responsibilities:

- Invest in, maintain equipment, software to supply and transmit data as per regulations, in accordance with the contract signed with the transport business unit;- Provide promptly and accurately the information and data from journey monitoring devices to the competent state management agencies; not to repair or falsify the information and data; ensure the safety and confidentiality of the data of the transport business units for which they provide services;- Have a replacement plan when the journey monitoring device of the vehicle is damaged or under repair to ensure that vehicle data is not interrupted during the transport operation process. Develop software to exploit data from journey monitoring devices in accordance with National Technical Regulation QCVN 31:2014/BGTVT - National Technical Regulation on journey monitoring devices for automobiles for transport business units to exploit and manage vehicles;- Check the stability of the data transmitted from the journey monitoring devices provided by the unit.
