This content is regulated in detail in Circular 20/2016/TT-NHNN amending and supplementing certain articles of Circular 36/2012/TT-NHNN on equipment, management, operation, and ensuring the safety of automated transaction machines.
According to Circular 20/2016/TT-NHNN, when initially deploying mobile ATMs, payment service providers have the following responsibilities:
- Develop a proposal for the equipment, operation, maintenance, and oversight of mobile ATM activities, clearly defining the scope of activities; the total number of mobile ATM vehicles, the number of ATMs on each vehicle; the operating areas; the time period for using mobile ATMs to serve customers.- Formulate internal regulations on information security policies, operational procedures, risk management processes, maintenance, control, and supervision of mobile ATM activities.- Submit the proposal and the above-mentioned internal regulations to the State Bank of Vietnam at least 15 working days before implementation.- In case of any changes to the content in the proposal and the aforementioned internal regulations, the payment service provider must submit additional documents to the State Bank of Vietnam before implementation.
