Pursuant to Article 9 of Decree 140/2006/ND-CP, the responsibilities of the Ministry of Planning and Investment of Vietnam regarding environmental protection in the stages of formulation, appraisal, approval, and implementation of strategies, planning, plans, programs, and development projects are clearly stipulated as follows:
- Ensure the implementation of environmental protection regulations during the formulation of national, regional comprehensive strategies, socio-economic development plans for the country, regions, long-term plans, as well as 5-year and annual plans.
- Ensure the implementation of environmental protection regulations in the appraisal of sectoral and regional development planning by Ministries, ministerial-level agencies, Government agencies, and provinces, centrally-run cities; comprehensive planning of industrial zones, export processing zones; development programs, and projects under the decision-making authority of the National Assembly, the Government of Vietnam, and the Prime Minister of the Government of Vietnam.
- Coordinate with Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces, centrally-run cities to ensure the implementation of environmental protection regulations in the stages of formulation, appraisal, approval, and implementation of strategies, planning, plans, programs, and development projects under the decision-making authority of the National Assembly, the Government of Vietnam, and the Prime Minister of the Government of Vietnam.
- Coordinate with Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces, centrally-run cities to monitor, inspect, and audit the implementation of environmental protection regulations for strategies, planning, plans, programs, and development projects under the decision-making authority of the National Assembly, the Government of Vietnam, and the Prime Minister of the Government of Vietnam.
