Recently, the Minister of Justice has signed and promulgated Circular 09/2015/TT-BTP regulating the decentralization of management of officials and public employees, and laborers under the General Department of Civil Judgment Enforcement and civil judgment enforcement agencies.
The responsibilities of the Head of the Civil Judgment Enforcement Division are detailed in Circular 09/2015/TT-BTP as follows:
- Exercise authority over the management of officials and employees classified in Article 6 of Circular 09 in accordance with the procedures and regulations of the law and the Ministry of Justice; bear responsibility before the Minister of Justice, the Director General of the General Department of Civil Judgment Enforcement, the Director of the Department of Civil Judgment Enforcement, and in accordance with the law for the execution of the delegated authority.- Send to the Director of the Department of Civil Judgment Enforcement documents and decisions regarding personnel work immediately after making the decision within the delegated authority for management, monitoring, and record-keeping of officials and employees in accordance with regulations.- Self-monitor the implementation of the management contents for officials and employees that have been delegated; effectively implement anti-corruption measures within the management of officials and employees of the Division.- Periodically report every six months and annually to the Director of the Department of Civil Judgment Enforcement on the situation and results of the delegated authority, no later than June 30 for the semi-annual report and no later than December 31 for the annual report.
