On July 11, 2023, the Ministry of Education and Training of Vietnam issued Decision 2001/QD-BGDDT promulgating the training program according to the professional title standards of primary school teachers.

The organization of training professional titles for primary school teachers must meet the following requirements:

1. Requirements for training institutions

An establishment is allowed to provide training when it fully meets the following conditions:

+ Being allowed to train at the university level or higher, being recognized as meeting educational quality standards as prescribed by the Ministry of Education and Training;

+ At least 70% of lecturers participating in teaching topics in the refresher program are full-time lecturers;

+ Having classrooms and equipment to meet teaching and learning requirements;

+ Having materials and teaching and learning materials to meet the requirements of the refresher course.

- Requirements for training institutions:

+ The logistics services for the course are provided in a timely manner, with quality assurance;

+ Personnel participating in the training organization have the appropriate spirit, attitude, and responsibility;

+ Regulations on teaching and learning must comply with the provisions of the law, promptly and fully notified to lecturers and students;

+ Selecting the form, organizing the training, and organizing the inspection and assessment of the training quality appropriately, ensuring objectivity, accuracy, compliance with regulations, and achieving the training objectives;

+ Organizing the collection of evaluation comments for the training course according to regulations.

2. Requirements on training methods and forms in Vietnam

- Regarding training methods: Applying active teaching methods, diversifying teaching forms to support students acquisition of the most necessary knowledge and skills, to help them study and work in the future.

- Regarding the form of training: Face-to-face or online, or a combination of both face-to-face and online forms. The training institutions select the form of training appropriate to the context, ensuring the achievement of the training objectives.

In the event that the training is organized in the form of an online course or a combination of both face-to-face and online forms, the training institution must have an appropriate online training system to ensure the monitoring and evaluation of the training organization.

3. Requirements for lecturers or reporters participating in the training

- Lecturers or reporters participating in this training program include:

+ Lecturers in higher education institutions have at least the professional title of lecturer (class III) specified in Circular 40/2020/TT-BGDĐT and Circular 04/2022/TT-BGDĐT amending Circular 35/2020/TT-BGDĐTCircular 40/2020/TT-BGDĐT; have knowledge, skills, and experience in teacher training;

+ Managers and scientists with a minimum title equivalent to that of a lecturer (class III) and knowledge and practical experience in the field of primary education management.

- Requirements for lecturers or reporters participating in the training:

+ Have knowledge, skills, and experience relevant to the subject matter assigned to teach;

+ Find out the qualifications, knowledge, and aspirations of students; regularly update information to supplement, perfect, and renew teaching contents, methods, and data;

+ Use appropriate teaching methods to achieve training objectives; guide, encourage, and promote students' practical experiences in the learning process;

+ Comply with the regulations of the program and documents on the time of theory, discussion, practice, and instructions for solving practical case exercises;

+ Have good expression of political ideology; Be gentle and have a civilized and polite attitude in communicating with students.

4. Requirements for students in Vietnam

- Actively exchange and discuss the topics of the training course.

- Actively share practical experiences and real-life situations during the study period.

- Follow the instructions of the teacher well.

- Fully comply with the regulations of the training course and the training facility.
