04 Requirements for Fire Safety in Exterior Firefighting Water Supply

When designing and constructing buildings and facilities, in addition to complying with fire safety standards, it is also required to comply with other mandatory technical standards and requirements as stipulated by current laws, such as: planning, architecture, structure, water supply and drainage system, electrical system, electrical equipment, lightning protection, fuel supply system, energy saving, ventilation system, air conditioning, mechanical, glass safety, fall prevention, and collision prevention.

Circular 01/2020/TT-BXD stipulates that organizations and individuals involved in construction investment activities, management, and use of residential and industrial houses on the territory of Vietnam, when designing houses and projects, must comply with fire safety requirements for outdoor fire water supply as follows:

- Outdoor fire water supply must be equipped in accordance with the provisions of TCVN 3890 and other replacement standard documents.- The water quality of the fire water supply source must be suitable for the operating conditions of firefighting equipment and firefighting methods.- The fire water pipeline system usually has low pressure, only maintaining high pressure when justified. For high-pressure pipelines, fire pumps must be equipped with means to ensure they operate no later than 5 minutes after the fire alarm signal.- The minimum free pressure in the low-pressure fire water pipeline (on the ground) during firefighting must not be less than 10 m. The minimum free pressure in the high-pressure fire water pipeline network must ensure a solid water jet height of no less than 20 m when the maximum fire water demand flow rate and the fire nozzle are at the highest point of the building. The free pressure in the combined pipeline network must not be less than 10 m and not more than 60 m.

Additionally, the Circular also stipulates fire safety requirements for outdoor fire water flow as follows:

- The water flow for outdoor firefighting (for 1 fire) and the number of simultaneous fires in a residential area is calculated for the main looped pipeline network according to Table 7 of this Regulation.

- The water flow for outdoor firefighting (for 1 fire) for houses of fire hazard group by function F1, F2, F3, F4 is calculated for the combined pipeline and distribution pipeline of the network, as well as the pipeline network in a small cluster (1 block, 1 row of houses, etc.) according to the highest value of Table 8 of this Regulation.

- The water flow for outdoor firefighting for houses of fire hazard group by function F5, calculated for 1 fire, is taken according to the house with the highest requirement value as in Table 9 and Table 10 of this Regulation.
