The Ministry of Natural Resources and Environment promulgates Circular 18/2019/TT-BTNMT stipulating the criteria and indicators for evaluating the quality of public service activities using the state budget concerning the investigation, collection of information, construction, and adjustment of the land price framework.
Currently, the quality of public service activities related to the investigation and collection of information for constructing and adjusting the price framework for various types of land is the aggregated result of indicators reflecting user satisfaction with the service.

Circular 18/2019/TT-BTNMT regulates the evaluation of the quality of public service activities in the investigation and collection of information for constructing and adjusting the price framework for various types of land through a scoring method. The evaluation scale is 100 points. The evaluation scale is specifically defined for each evaluation index within the criteria prescribed in Articles 5, 6, 7, 8, 9, 10, 11 and is detailed in the Appendix issued with this Circular.
To be specific, the quality of public service activities in the investigation and collection of information for constructing and adjusting the price framework for various types of land is assessed on 4 levels:
- Good: When the total score is 80 points or higher, in which the total score of evaluation indexes prescribed in Article 11 of this Circular is 18 points or higher;- Fair: When the total score is from 70 points to less than 80 points, in which the total score of evaluation indexes prescribed in Article 11 of this Circular is 15 points or higher;- Pass: When the total score is from 50 points to less than 70 points, in which the total score of evaluation indexes prescribed in Article 11 of this Circular is 12 points or higher;- Fail: When the total score is less than 50 points, or the total score of evaluation indexes prescribed in Article 11 of this Circular is less than 12 points.
