Specialized inspection activities in the field of education (hereinafter referred to as specialized inspection) must comply with the principles specified in Circular 39/2013/TT-BGDDT. To be specific:

- Comply with legal regulations, ensuring accuracy, objectivity, truthfulness, transparency, democracy, and promptness.- Avoid duplication regarding scope, subjects, content, and timing of inspections among agencies performing inspection functions; do not obstruct the normal activities of agencies, organizations, and individuals subject to inspection.- Conduct inspections regularly, associated with the implementation of professional duties, expertise, and the responsibility of state management in education.- Integrate state inspection activities, internal inspection, quality control, teacher assessment, and public inspection activities as prescribed by law.
Note: Circular 39/2013/TT-BGDDT applies to departments of education and training, divisions of education and training; the Inspectorate of the Ministry of Education and Training, and the Inspectorate of Departments of Education and Training; the Chief Inspector of the Ministry of Education and Training, the Chief Inspector of Departments of Education and Training; heads of specialized inspection teams, members of specialized inspection teams; inspectors assigned to carry out specialized inspection tasks; educational institutions under the state management of the Ministry of Education and Training; and related organizations and individuals.
