04 principles of management and training expenses for Laotian and Cambodian international students

On March 12, 2018, the Ministry of Finance issued Circular 24/2018/TT-BTC providing guidance on the management of training funds for Laotian and Cambodian international students (under the Agreement) studying in Vietnam.

According to Circular 24, the management and allocation of training funds for Laotian and Cambodian students are conducted based on the following principles:

- The training costs, initial support, and living expenses through the training institution are provided by the authorized entity tasked with training Laotian and Cambodian students.- Training institutions are responsible for managing and using the funds for the correct purposes, effectively, openly, transparently, and in accordance with policies.- The preparation of estimates, settlement payment according to the regulations of the State Budget Law, relevant regulations, and Circular 24.- For non-resident students, the training costs are calculated monthly and based on the actual number of days (in cases of less than one month) the students are present for study in Vietnam.

Refer to the related regulations in Circular 24/2018/TT-BTC, which came into effect on May 1, 2018.
