This is a notable content of the Draft Law on ensuring road traffic order and safety, which is submitted to the National Assembly of Vietnam for consideration.
According to the Draft Law on ensuring road traffic order and safety of Vietnam, 04 principles for dealing with traffic jams to ensure road traffic order and safety include:
1. When there is a traffic jam, the Traffic Police will assume the prime responsibility for, and coordinate with relevant units on the route in, taking timely measures to command, control and divide traffic to quickly solve the traffic jam to ensure the convenience and safety for people and vehicles.
2. When there is a request to separate traffic flows and solve traffic jams from afar, the unit is required to promptly report to the competent authorities for uniformity in direction and administration. Concurrently, notify the situation of traffic order and safety, traffic jams, and traffic separation routes on the mass media to widely inform traffic participants, choose the appropriate travel route to avoid entering congested areas, comply with the requirements of traffic separation and regulation of functional forces.
3. The relevant units, when receiving the request for assistance in traffic separation, must organize the implementation of measures to ensure traffic order and safety, set up traffic separation points, and regulate traffic according to the approved plan. The channeling must be based on the actual situation of the roads to divide and limit the vehicles on the roads accordingly to ensure the width of the road surface and limit the load on bridges and roads.
4. The traffic police where the traffic jam occurs, notify the relevant units and the mass media of the termination of the remote channeling and return to normal traffic activities.
