Recently, the Minister of Health signed and promulgated Circular 06/2013/TT-BYT providing guidance on the pilot implementation of drug price management through the maximum wholesale mark-up method for drugs financed by the state budget and health insurance.
According to the provisions of Article 4 Circular 06/2013/TT-BYT, items containing active ingredients selected for the pilot implementation of drug price management by the method of maximum wholesale mark-up throughout the entire supply chain for drugs funded by the state budget and Health Insurance according to the list of items applying the pilot must meet the following principles:

- Have high usage value at medical examination and treatment facilities;- Won bids to supply at many hospitals;- Have a significant price difference between items with the same active ingredient, same concentration or dosage, same dosage form;- Many items containing this active ingredient have a high disparity between the selling price and the base price (production cost and CIF price).
The list of active ingredients to be piloted is implemented in accordance with Appendix 1 issued together with Circular 06/2013/TT-BYT.
In addition, Circular 06 also presents 02 principles for the Ministry of Health to select certain medical examination and treatment facilities and Health Departments that organize centralized bidding to implement the pilot, specifically:
- Representing the forms currently organizing bidding: Central hospitals and institutes with beds organize their own bidding; Provincial General Hospitals organize their own bidding; Health Departments of provinces and cities organize centralized bidding.- Distributed in 3 regions: North, Central, and South.
The list of units to be piloted is stipulated in Appendix 2 issued together with this Circular. Depending on the actual situation of the bidding organization of the units, the list of units to be piloted will be adjusted accordingly.
