- Focus on commending athletes and individuals directly participating in competitions who achieve outstanding results. Priority is given to commending athletes involved in Olympic sports.

- The recommendation for commendation of coaches only applies to those who directly train athletes achieving outstanding results. In cases where multiple coaches train an athlete who achieves outstanding results, based on the level of contribution, the Sports Team or the Vietnam Sports Delegation is responsible for selecting and introducing exemplary coaches for commendation.

- For team sports, it is necessary to select exemplary athletes and coaches who have made significant contributions to the collective achievement when recommending state-level commendations.

- For athletes and coaches who achieve multiple outstanding results in one year, the highest achievement of that athlete or coach is considered for state-level commendation.

International sports events include: the World Sports Festival (Olympic Games), the World Youth Sports Festival (YOG), the Asian Sports Festival (ASIAD), the Asian Youth Sports Festival (AYGS), the Asian Beach Sports Festival (ABG), the Asian Indoor and Martial Arts Sports Festival (AIMAG), the Southeast Asian Sports Festival (SEA Games), the World Paralympic Games, the Asian Para Games, the Southeast Asian Para Games, and world, Asian, Southeast Asian championships for each sport and youth championships for each sport.

More details can be found in Circular 01/2015/BVHTTDL effective from May 15, 2015.
