04 principles for awarding “HCM Prize” in literature and art

On September 29, 2014, the Government of Vietnam issued Decree 90/2014/ND-CP on the "Ho Chi Minh Award" and the "State Award" for literature and arts.

Decree 90/2014/ND-CP stipulates that literary and artistic works are creative products in the field of literature and arts, expressed by any means or forms. In order to be considered for awarding the “Ho Chi Minh Prize” and the “State Prize” for literature and arts, the following principles must be adhered to:

1. The consideration for awarding is conducted on a voluntary basis.

2. The organization of the award consideration must ensure objectivity, fairness, accuracy, and transparency.

3. A literary or artistic work or project by an author can only be proposed for consideration in one specialized field of literature or arts.

4. A literary or artistic work or project that has been awarded the “State Prize” cannot be combined with other works or projects to be proposed for the “Ho Chi Minh Prize.”

Additionally, the Decree also specifies the rights and obligations of authors who have their literary or artistic work awarded the “Ho Chi Minh Prize” or the “State Prize” for literature and arts as follows:

- Authors whose literary or artistic works are awarded the “Ho Chi Minh Prize” or the “State Prize” by the President are awarded the Certificate of Recognition for the “Ho Chi Minh Prize” or the “State Prize” for literature and arts; they are entitled to benefits and must perform obligations under the law on emulation and commendation.

- The award amount for authors whose works or projects are awarded the “Ho Chi Minh Prize” or the “State Prize” for literature and arts is as follows:

- “Ho Chi Minh Prize” for literature and arts: 270 times the statutory pay rate at the time of the award decision.- “State Prize” for literature and arts: 170 times the statutory pay rate at the time of the award decision.
