Below are the 04 main tasks in the Scheme for international integration in education and training in Vietnam until 2030.

On December 19, 2024, the Prime Minister of the Government of Vietnam issued Decision 1600/QD-TTg approving the Scheme for international integration in education and training in Vietnam until 2030.
In order to promote international integration in education and training to contribute to improving the quality of education, train high-quality human resources to serve socio-economic development goals, foster public diplomacy and international cooperation activities in other fields, the Scheme outlines the following 04 tasks and solutions:
(1) Perfect the mechanism and policies on education and training
- Review and perfect mechanisms and policies to attract foreign students to study and research at Vietnamese higher education institutions.
- Review and perfect regulations on standards and qualifications of foreign teachers teaching at educational institutions in line with international practices and current regulations of Vietnam.
- Review and perfect mechanisms and policies on cooperation, organization of teaching Vietnamese and promoting national culture to foreigners and overseas Vietnamese.
- Develop breakthrough mechanisms and policies to attract and utilize foreign experts, scientists, and overseas Vietnamese in teaching, research, and working at Vietnamese higher education institutions.
(2) Promote cooperation, create an international environment in education and training
- Proactively expand bilateral and multilateral cooperation, prioritizing neighboring countries, countries with advanced education, strategic partners, comprehensive partners, traditional friends; promote cooperation with leading educational and training countries worldwide. Accelerate the signing and effective implementation of agreements, international conventions, prioritizing international commitments, programs, projects, and Agreement scholarship programs.
- Strengthen international integration in programs and materials, teaching methods; research and develop new school models based on international experiences to create an international working environment in educational institutions. Enhance twinning models between Vietnamese and foreign general educational institutions.
- Promote collaboration between Vietnamese and foreign higher education institutions to recognize study courses; increase student and faculty exchanges; attract international lecturers, scientists, and students to teach, research, and study in Vietnam; enhance coordination and sharing mechanisms between Vietnamese higher education institutions to diversify international student exchange activities, share educational management experiences, and research cooperation.
- Encourage Vietnamese higher education institutions to upgrade domestic scientific journals to meet international standards and increase the percentage of faculty publishing scientific articles in prestigious international journals.
- Expand overseas training by state budget for faculty in essential scientific sectors that Vietnam needs; encourage studying and scientific research abroad from non-state sources.
- Strengthen cooperation and investment with foreign countries; encourage the establishment of representative offices or form certain Vietnamese educational institutions abroad; facilitate the opening of branches of high-quality, reputable foreign higher education institutions in Vietnam.
(3) Ensure and improve the quality of education and training
- Enhance the quality of training, scientific research, and technology transfer to meet international integration demands; innovate management, program, and teaching methods towards strengthening international integration.
- Implement referencing of Vietnam's national qualification frameworks with national qualifications frameworks of other countries and regions; promote the signing of agreements on accreditation and education processes with foreign countries; encourage Vietnamese higher education institutions and high-quality foreign higher education institutions to sign agreements on credit and educational process recognition.
- Improve the quality of foreign language teaching and learning, especially English, across all educational levels and training stages; gradually introduce English as the second language in schools; promote international cooperation in foreign language teaching and learning.
- Participate in international assessment and ranking programs for both general education and higher education.
- Create conditions for reputable regional and international accreditation organizations to operate in Vietnam and encourage Vietnamese higher education institutions to undertake international accreditation.
- Invest in and develop excellent higher education institutions under international agreements to train high-quality human resources at international standards.
(4) Enhance the capacity of the workforce and awareness of international integration
- Review and improve standards for teachers and teacher training programs, materials, quality assessment standards to comply with regional and international standards.
- Organize regular training courses to improve international integration capacity for educational management personnel, faculty, and especially for staff involved in international cooperation.
- Strengthen communication, raise awareness among teachers, lecturers, and educational management personnel about international integration in education and training.
