04 Levels of Quality Assessment for the Development of National Technical Standards

Circular 16/2018/TT-BTNMT has been issued by the Ministry of Natural Resources and Environment, stipulating the criteria and indicators for evaluating the quality of public service activities related to the development of national standards and national technical regulations under the responsibility of the Ministry of Natural Resources and Environment.

According to the provisions of Circular 16, the quality of public service in the establishment of technical standards and regulations is assessed on four levels as follows:

- Good: reaching 80 points or higher, with a total score of each criterion reaching 70% or more of the maximum score of the criterion;- Fair: reaching from 60 points to under 80 points, with a total score of each criterion reaching 60% or more of the maximum score of the criterion;- Pass: reaching from 50 points to under 60 points, with the total score of the criteria in Articles 7, 8, and 9 reaching 50% or more of the maximum score of the criteria;- Fail: when the total score is less than 50 points.
