04 Forms of Organizing Cultural and Artistic Activities for Students at Vocational Training Institutions

The types of cultural and artistic activities are detailed in Circular 16/2013/TT-BLDTBXH on organizing cultural and artistic activities for students in vocational training institutions.

To be specific, cultural and artistic activities for students in vocational training institutions are represented in various forms listed in Article 5 of Circular 16/2013/TT-BLDTBXH, as detailed below:

- Organizing for students to learn about national history and culture through the library system, reading rooms; through books, newspapers, magazines, historical sites, and mass media.- Organizing for students to listen to reports on current events, politics, culture, and society, and engage in political and ideological activities; organizing competitions to learn about cultural and social fields.- Organizing artistic performances for students; setting up student clubs participating in literary, musical, painting, theatrical, cinematic, and other artistic creations; organizing cultural and artistic exchanges with students within the national education system and other agencies.- Organizing competitions or festivals, cultural and artistic performances in the form of contests with various scales and levels (hereinafter collectively referred to as the Competitions).

Additionally, this Circular also stipulates the responsibilities of vocational training institutions in implementing cultural and artistic activities for students:

- Annually, develop a plan to organize cultural and artistic activities for students and appropriate scale-level Competitions, ensuring practicality and effectiveness; allocate a reasonable budget to organize cultural and artistic activities for students; organize self-inspection and evaluate the implementation results of the unit.- Closely coordinate with local cultural management agencies, unions, and organizations within the vocational training institution to motivate and encourage students to actively participate in cultural and artistic activities.- Facilitate students' participation in cultural and artistic activities and Competitions at all levels.- Establish and organize delegations to participate in provincial-level Competitions and national-level Competitions.- Enhance infrastructure and equipment to support the unit's cultural and artistic activities.- Perform other tasks as required.- Approve the annual plan to organize cultural and artistic activities for students at the vocational training institution.- Approve the plan to organize the Competitions at the institution.- Decide to establish the Organizing Committee and Jury Council for the institution’s Competitions.- Be responsible for organizing cultural and artistic activities for students in the unit.
