04 Forms of Organization for Military-Civil Health Examination and Treatment Facilities

Recently, the Minister of Health has signed and promulgated Circular 34/2019/TT-BYT regarding the organization of military-civilian medical examination and treatment facilities and the organization of directing the activities for military-civilian cooperation.

According to regulations, the organization of civil-military medical facilities is based on the integration of human resources, infrastructure, and existing equipment of civil and military medical facilities in the same locality. Circular 34/2019/TT-BYT stipulates the following 04 forms of civil-military medical facility organization:

- Civil-Military Hospital: Only applicable to civil-military hospitals established by the competent authority before Decree No. 118/2018/ND-CP came into effect;

- Civil-Military Health Station: Only established in border communes, border districts, island communes, island districts, communes, and districts in areas with particularly difficult socio-economic conditions;

- Civil-Military Health Center: Only established in island districts and border districts;

- Civil-Military Health Post: Only established in border communes, island communes, and communes in areas with particularly difficult socio-economic conditions where the above types of organization are not present.

Additionally, the authority to establish civil-military medical facilities depends on each type of civil-military medical facility organization, specifically:

- The Minister of Defense decides on the establishment, reorganization, or dissolution after obtaining written agreement from the People's Committee of the province or centrally-run city where the unit is stationed for the form of Civil-Military Health Station.

- The Chairman of the Provincial People's Committee decides on the establishment, reorganization, or dissolution after obtaining written agreement from the Ministry of Defense and the Ministry of Health for the following forms:

+ Civil-Military Health Center;

+ Civil-Military Health Post.

Civil-military medical facilities can only operate after being granted an operational license by a competent authority in accordance with the law on medical examination and treatment.
