Recently, the Ministry of Agriculture and Rural Development has agreed to issue Circular 49/2013/TT-BNNPTNT to guide the criteria for identifying concentrated crop production areas that meet food safety conditions.
As prescribed in Circular 49/2013/TT-BNNPTNT, the infrastructure of concentrated production areas meeting food safety conditions must satisfy the following criteria:

First, the Transportation System
- The transportation system to the production area, within the area, and to the product collection point must be convenient; the level and scale of the construction must meet the requirements of the production and investment of the area.
Second, the Irrigation System
- For concentrated vegetable and wet rice production areas: There must be an active irrigation and drainage system; the level and scale of the construction must meet the requirements of the production and investment of the area;- For concentrated fruit, tea, coffee, and pepper production areas: There must be an active irrigation and drainage system or the exploitation of natural water sources such as groundwater, rainwater, pond water, lakes, rivers, and streams that meet the production requirements of the area;- For concentrated production areas affected by floods, high tides, salinity intrusion: There must be a system of dikes, embankments, and sluices to ensure flood prevention, saltwater intrusion prevention, and demarcation of freshwater, brackish water, and saltwater areas that meet the production requirements of the area.
Third, the Electrical System
- The electrical system must ensure sufficient capacity, stability, safety, and suitability to specific conditions, meeting the production requirements of the area.
Fourth, the Waste Collection System
- One of the following two methods can be applied for collecting waste and waste from the use of plant protection chemicals:
- The first method: Constructing containers at convenient locations to collect bottles and packaging of plant protection chemicals; the containers must be solidly built with bottoms and roofs and not placed in low-lying, flooded areas; the quantity and size of containers depend on the scale of production and the level of usage of plant protection chemicals;- The second method: Using sealed waste containers to prevent waste dispersion; the quantity and size of the containers must be suitable to the scale of production and the level of usage of plant protection chemicals in the area.
