Recently, the Ministry of Home Affairs of Vietnam issued Circular 09/2012/TT-BNV stipulating the procedures and content of inspections regarding recruitment, usage, and management of officials and public employees in Vietnam.

According to Article 24 Circular 09/2012/TT-BNV, the content of inspection for the appointment and re-appointment of officials to leadership and managerial positions in Vietnam includes:
1. Basis for appointment and re-appointment.
2. Standards and conditions for appointment and re-appointment:
- Meeting the standards and conditions for appointment: General standards of officials and specific standards of each appointed position as prescribed by the Communist Party and the State; complete records, clear background verified by competent authorities, with asset declaration as prescribed; comments from representatives of the grassroots party committee or government where the official regularly resides regarding compliance with the law by the official and their family; within the appointment age; meeting health requirements to complete assigned tasks; not currently under disciplinary action ranging from reprimand to dismissal;
- Meeting the standards and conditions for re-appointment: Completing tasks during the tenure of the leadership position; meeting the general and specific standards of the leadership official position at the time of re-appointment consideration, meeting future job requirements; the agency or unit needs re-appointment; meeting health requirements to complete assigned tasks; not currently under disciplinary action ranging from reprimand to dismissal.
3. Appointment and re-appointment process:
- Procedures for appointment, including: Appointment from local human resources and appointment from other sources;
- Procedures for re-appointment, including: Re-appointment (for officials with sufficient age to hold the appointed position for at least 02 years) and extension of the leadership position tenure (for officials within the age to hold the appointed position for less than 02 years).
4. Other contents specified in Article 40, Article 41 of Decree 24/2010/ND-CP of the Government of Vietnam and other legal provisions on the appointment and re-appointment of officials to leadership and managerial positions.
