04 conditions for pilot technical ranking in the Vietnam People’s Army Force

This is an important provision in Circular 120/2020/TT-BQP issued by the Ministry of National Defense of Vietnam on October 06, 2020 regarding the technical ranking for pilots and crew members in the Vietnam People's Army Force.

Under Article 25 of Circular 120/2020/TT-BQP, pilots and crew members are annually ranked when they meet the following 04 conditions:

  1. Meet the ranking standards stipulated in Chapter III of this Circular;
  2. Have annual flight hours reach ≥ 80% of the required flight hours;
  3. No flight safety threats or accidents occurred during practice flights in the year;
  4. Examination results for ranking: Theory scores in each subject are rather good or higher (for rank 1, each subject score must be 7.5 or higher on a scale of 10, and the overall average score must be excellent). Airborne training (if applicable) must be rather good or higher. Physical fitness training must be rather good or higher. Political awareness and discipline training must be good. Flight practice must be rather good or higher for rank 2 and rank 3; excellent for rank 1.

Note: Each pilot and crew member can only be ranked once a year and will not be ranked above their current level.

Additionally, pilots and crew members who have been ranked can maintain their level annually when they meet the following requirements:

- For Rank 1 military pilots and crew members:

+ Completion of annual tasks: Training flight hours target reach ≥ 60%; mission flight hours target reach ≥ 60%;

+ No more than one flight safety threat caused by themselves;

+ Examination results for ranking: General theory score is rather good; airborne training (if applicable) is rather good; physical fitness training is rather good; political awareness and discipline training is good; flight practice is rather good.

- For Rank 2 military pilots and crew members:

+ Failure to meet the standards for rank 1;

+ Completion of annual tasks: Training flight hours target reach ≥ 70%; mission flight hours target reach ≥ 70%;

+ No more than one flight safety threat caused by themselves;

+ Examination results for ranking: General theory score is rather good; airborne training (if applicable) is rather good; physical fitness training is rather good; political awareness and discipline training is good; flight practice is rather good.

- For Rank 3 military pilots and crew members:

+ Failure to meet the standards for rank 2;

+ Completion of annual tasks: Training flight hours target reach ≥ 80%; mission flight hours target reach ≥ 80%;

+ No more than one flight safety threat caused by themselves;

+ Examination results for ranking: General theory score is rather good; airborne training (if applicable) is rather good; physical fitness training is rather good; political awareness and discipline training is good; flight practice is rather good.
