On March 07, 2007, the Ministry of Health issued Circular 05/2007/TT-BYT guiding the conditions and procedures for designating organizations to perform state inspection of the quality and food safety of imported foods in Vietnam.

Circular 05/2007/TT-BYT stipulates that organizations applying to the Ministry of Health for consideration and designation to perform state inspection on quality and food safety of imported goods must meet the following conditions:
1. Established and permitted to operate in the field of quality and food safety inspection by a state agency, with full legal status;
2. Having sufficient technical staff with adequate professional qualifications and at least 03 years of experience in quality and food safety inspection;
3. Having necessary and appropriate equipment to test, evaluate, and inspect the following main criteria regarding quality and food safety:
- Chemical criteria: Sugar content, protein content, fat content, ash content, moisture, acidity, alkalinity, pesticide residues, antibiotic residues, growth hormones, food additive content, mycotoxins, and other hazardous chemicals;- Microbiological criteria: Total aerobic bacteria, enteric pathogenic bacteria, total yeast and mold spores.
Note: In the case of not having enough necessary equipment to test all quality and food safety criteria, it is permitted to use external laboratories (recognized laboratories or those with a management system meeting ISO/IEC 17025 standards) to test the remaining criteria, which must be stipulated in a service supply contract.
4. Having sufficient technical regulations, international standards, Vietnamese standards, other standards, technical documents, and procedures for food inspection and testing.
Organizations with laboratories having a management system recognized as meeting ISO/IEC 17025 standards are given priority for consideration and designation.
