04 cases requiring the proposal for drafting transportation legal documents

Circular 21 stipulates cases that require a proposal for the construction of legal normative documents, including:

- Laws, ordinances.

- Resolutions of the National Assembly stipulate:

- Implement pilot programs for some new policies under the decision-making authority of the National Assembly but not yet adjusted by law or different from the provisions of the current laws;- Temporarily suspend or extend the application period of all or part of the laws, resolutions of the National Assembly to meet urgent requirements for economic and social development, ensuring human rights and citizens' rights.

- Resolutions of the Standing Committee of the National Assembly stipulating the temporary suspension or extension of the application period of all or part of the ordinances, resolutions of the Standing Committee of the National Assembly to meet urgent requirements for economic and social development.

- Decrees of the Government of Vietnam in the following cases:

- Decrees are amended, supplemented, newly issued, replaced, or abolished;- Decrees stipulate necessary issues under the authority of the National Assembly, the Standing Committee of the National Assembly but not yet qualified to be constructed into laws or ordinances to meet the requirements of state management, economic management, and social management;- Decrees stipulate specific measures to implement the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, orders, and decisions of the President; measures to implement economic-social policies, defense, security, finance, currency, budget, tax, ethnicity, religion, culture, education, health, science, technology, environment, external relations, civil service policies, officials, and public employees; rights, obligations of citizens and other issues under the management and operational authority of the Government of Vietnam; issues related to the tasks and powers of two or more ministries, bodies equivalent to ministries; tasks, powers, organizational structure of ministries, bodies equivalent to ministries, agencies under the Government of Vietnam, and other agencies under the authority of the Government of Vietnam.
