This is a noteworthy provision mentioned by the Ministry of Education and Training in Circular 04/2014/TT-BGDDT promulgating regulations on the management of life skills education activities and extracurricular education activities.
Circular 04/2014/TT-BGDDT stipulates that educational institutions and units conducting life skills education and extracurricular educational activities shall be suspended in the following four cases:
- Failing to comply with the commitments and registrations with the competent licensing authority, confirming registration for activities;
- Violating education laws leading to administrative penalties to the extent that activities must be suspended;
- Licensing by unauthorized entities;
- Other cases as stipulated by law.
Additionally, Circular 04 also provides procedures for suspension of activities as follows:
- The authorized person for licensing or confirming registration of activities forms an inspection team to assess the actual situation of the educational institution or unit and develop a proposal for handling;
- Based on the inspection results, the authorized person for licensing or confirming registration of activities issues a decision to suspend life skills education and extracurricular educational activities;
- After the suspension period, if the causes leading to the suspension are remedied, the competent authority issues a decision to allow resumption of activities. If resumption is not permitted, the competent authority provides a written explanation of the reasons and solutions.
