1. Affiliated units eligible to organize the IELTS English certification exam in Vietnam

On November 18, 2022, the Ministry of Education and Training of Vietnam issued Decision 3773/QD-BGDDT approving the joint organization of the IELTS English certification exam.

The Ministry of Education of Vietnam has approved the joint organization of the IELTS test for the following companies:

- British Council Limited Liability Company

- Dong A Education Technology Co., Ltd.

- ODIN Education and Training Development Joint Stock Company

- University Access Center Vietnam Co., Ltd.

The above companies are responsible for notifying the exam schedule to the specialized education agency of the People's Committee of the province or city where the exam is held five days before the date of the exam.

Simultaneously, send reports on activities related to the organization of the IELTS English certification exam six times a year (before June 25 and December 25).

The duration of the joint operation to organize the IELTS English certification exam for the above units is 5 years, starting November 18, 2022.

Previously, in Decision 3730/QD-BGDDT dated November 17, 2022, the Ministry of Education and Training of Vietnam also approved the link to organize the IELTS English certification exam between IDP Education Company Limited (Vietnam) and IELTS Australia Pty Ltd (Australia).

Thus, there are currently 05 affiliates that are allowed to organize the IELTS English certification exam.

2. Subjects of and registration process for the IELTS English certification exam

Decision 3773/QD-BGDDT stipulates that the parties are responsible for complying with Vietnamese law, commitments, and plans to ensure the conditions for joint organization of foreign language proficiency certification exams as prescribed in Decree 86/2018/ND-CP and Circular 11/2022/TT-BGDDT presented in the project of joint organization of the IELTS test on November 16, 2022 with the following main contents:

- Subjects of the test: Those who want to take the IELTS English test.

- Exam questions, the exam registration process, the exam organization process, facilities and equipment to organize the exam, the assurance of security, safety, and confidentiality before, during, and after the exam; The team of officials, technicians, and employees of the parties participating in the organization of the exam shall comply with the regulations of the British Council (United Kingdom) and the laws of Vietnam.

In Thua Thien Hue: 5th Floor, HCC Building, 28 Ly Thuong Kiet, Hue City, Thua Thien Hue Province.

In Ho Chi Minh City:

- Certificate granted: IELTS Test Report Form

- Finance: Exam fees and other fees (if any) comply with the current regulations of the law on prices in the State of Vietnam.

Decision 3773/QD-BGDDT takes effect from the date of signing.
