On June 19, 2020, the Ministry of Public Security issued Circular 64/2020/TT-BCA stipulating the procedures for investigating and resolving inland waterway traffic accidents by the Traffic Police force in Vietnam.

Article 5 of Circular 64/2020/TT-BCA stipulates that 03 Traffic Police units are responsible for receiving reports on inland waterway traffic accidents in Vietnam, including:
The mentioned agencies and units must organize continuous duty shifts to fully receive reports on inland waterway traffic accidents. The location for receiving reports on traffic accidents must be conveniently located, clearly marked with the agency's name and phone number, staffed with officials on duty 24/7, and widely publicized for public awareness.
Officials receiving reports on traffic accidents must ask for and record in the Inland Waterway Traffic Accident Monitoring Book in the form No. 01/TNDT issued according to this Circular, the following information:
- Full name, address, and phone number of the informant (if available);
- Time of report receipt, location of the traffic accident clearly stated as on a river, canal, creek, pond, lake, bay, etc., within the boundaries of a hamlet (village, hamlet), commune (ward, commune-level town), district (urban, district-level town, provincial city), province (centrally governed city);
- Initial damage to people (number of deaths, missing persons, injured persons), inland waterway vehicles (hereafter referred to as vehicles), damaged goods, submerged assets;- Information and damage to vehicles (specify quantity, type, name, registration number, characteristics), waterway traffic works, and other properties (if any);
- Full name, address, and phone number of related persons or witnesses to the traffic accident (if available);
- Other information about the traffic accident (if available);
- Officials receiving the report must immediately report to the commanding leader of the unit for directing the investigation and resolution according to regulations.
More details can be found in Circular 64/2020/TT-BCA which comes into force in Vietnam from January 01, 2021.
