On April 24, 2014, the Ministry of Public Security issued Circular 17/2014/TT-BCA stipulating the operation, management, maintenance, and protection of the system for surveillance and handling of road traffic order and safety violations in Vietnam.

Circular 17/2014/TT-BCA stipulates 03 requirements and standards for officers tasked with the management, operation, and maintenance of the traffic surveillance system in Vietnam:
First, master and correctly implement the legal regulations on road traffic, this Circular, and other relevant legal provisions.
Second, perform correctly and fully the assigned duties of operating, managing, maintaining, and protecting the traffic surveillance system.
Third, possess a Public Security intermediate level or higher (for officers graduating from non-Public Security schools, they must undergo Public Security professional training); possess knowledge of information technology; be trained in the operation, management, and maintenance of the traffic surveillance system.
In addition, Article 5 of this Circular stipulates acts prohibited in the operation, management, maintenance, and protection of the traffic surveillance system, and in handling violations of order and road traffic safety as follows:
- Intentionally damaging the equipment of the traffic surveillance system.
- Providing or disclosing the login passwords to the traffic surveillance system.
- Abusing one’s authority to falsify data and information about offenders and vehicles.
- Copying data from the traffic surveillance system without the authorization of competent authorities or using and providing information and data unlawfully.
- Other acts prohibited by law and the Ministry of Public Security.
