03 Requirements for Publications Released in the Military

This content is mentioned in Circular 98/2014/TT-BQP promulgating regulations on publishing in the Vietnam People's Army, signed and approved by the Ministry of National Defense on July 22, 2014.

The publication of materials within the Army must adhere to the principles set forth in Circular 98/2014/TT-BQP as follows:

- Publications before being issued in the Army must undergo content inspection.- Publications circulated within the Army:

- Must be legal publications, with content aligned with political orientation, effectively serving the propaganda and education of officers and soldiers; without content adversely affecting the nature, tradition of the Army, combat spirit, sense of discipline, lifestyle, and military conduct;- Suitable for the audience and the specific characteristics of the agency or unit;- Ensuring regional characteristics, meeting standards per regulations, and addressing time requirements.

- The structure ratio of types of publications is as follows: 60% cultural and literary arts books; 40% political, military, historical, legal, and vocational guidance books (For academies and schools, the structure ratio of types of publications is: 50% cultural and literary arts books, 50% political, military, historical, legal, and vocational guidance books).
