03 requirements for external information products in ethnic minority and mountainous areas in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

The Ministry of Information and Communications issued Circular 03/2023/TT-BTTTT dated May 30, 2023, guiding the implementation of several information and communication contents in Subproject 1 and Subproject 2 under Project 10 of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas in the 2021-2030 period, Phase I: From 2021 to 2025.

03 requirements for external information products in ethnic minority and mountainous areas in Vietnam

According to Clause 1, Article 5 of Circular 03/2023/TT-BTTTT, the requirements for external information products in ethnic minority and mountainous areas are as follows:

(1) External information products must have content consistent with the guidelines and policies of the Party and laws of the State; associated with the performance of external information tasks in border areas, with essential, in-depth, practical, long-term, and pervasive values; suitable to the actual situation and the ability to access information of people in ethnic minority areas and mountainous border areas;

(2) Focusing on the application of information technology in the production of foreign information products suitable to the needs of many areas, can be used for general communication, propaganda, and external information in border areas;

(3) Not overlaping with the performance of tasks of other programs and projects using state capital.

Contents of external information products in ethnic minority and mountainous areas in Vietnam

According to Clause 2, Article 5 of Circular 03/2023/TT-BTTTT, external information products in ethnic minority and mountainous areas have the following information:

- Propagating the Party's guidelines, lines, and viewpoints, and the State's policies and laws in the management and protection of territorial sovereignty and national border security; building borders of peace, friendship, cooperation, and development; contributing to strengthening and consolidating the people's trust in the Party and State;

Ensuring that the ethnic groups of Vietnam are equal, united, respect, and help each other develop, especially in the border areas, and contribute to the socio-economic development of the locality and the country;

- Propagating about potentials, strengths, and policies to attract investment in ethnic minority and mountainous areas and border areas; traditional cultural values and identities of ethnic minority communities and mountainous border areas associated with tourism development;

- Propagating about Vietnam's achievements in protecting and promoting human rights in ethnic minority areas and mountainous border areas; crime situation in border areas; high-tech crimes to raise vigilance and prevent ethnic minorities;

Struggling with false and hostile information and views, taking advantage of cyberspace to divide and sabotage the great national unity bloc in border areas; the efforts and determination of the Party and the State of Vietnam in ensuring the rights of ethnic minorities and mountainous people.

External communication tasks in ethnic minority and mountainous areas in Vietnam

External communication tasks in ethnic minority and mountainous areas include:

- The tasks in Decision 1191/QD-TTg implemented in this Program include:

+ Producing content to serve the work of propaganda and external information;

+ Building a database for external information work in border areas;

+ Providing professional training in communication, propaganda, and external information for officials working in external information work in border areas;

+ Integrating external information with exchange activities to promote investment, trade, and tourism, introduce potentials, strengths, and unique culture of border provinces, contributing to promoting the image of the country.

- The remaining tasks of Decision 1191/QD-TTg not specified in Clause 1, Article 4 of Circular 03/2023/TT-BTTTT are performed in other programs, from other funding sources.

Circular 03/2023/TT-BTTTT takes effect from the date of signing.
