03 Requirements for Ensuring Energy Consumption Norms in the Plastics Industry

On December 28, 2016, the Ministry of Industry and Trade issued Circular 38/2016/TT-BCT stipulating energy consumption norms in the plastics industry as follows.

To ensure energy consumption standards, the following requirements must be met:

- Plastic product manufacturers must ensure that energy consumption rates do not exceed the energy consumption standards as stipulated in Clause 1, Clause 2, Article 5 of Circular 38/2016/TT-BCT.- In case the energy consumption rate of an operational plastic product manufacturing facility exceeds the corresponding energy consumption standards, the facility is responsible for developing and implementing solutions to enhance energy efficiency to meet the energy consumption standards.- The energy consumption rate of new investment projects must not exceed the energy consumption standards stipulated in Clause 2, Article 5 of Circular 38/2016/TT-BCT.

Additionally, Circular 38/2016/TT-BCT also proposes some solutions to enhance energy efficiency in the plastic industry as follows:

- The development and implementation of solutions to enhance energy efficiency in the plastic industry must maximize the use of management and technological solutions.- Plastic product manufacturing facilities are encouraged to adopt advanced energy management standards and apply solutions to enhance energy efficiency in the plastic industry.
