03 principles of veterinary prescribing in Vietnam

On November 09, 2020, the Ministry of Agriculture and Rural Development of Vietnam issued the Circular No. 12/2020/TT-BNNPTNT providing for management of veterinary drugs containing narcotic substances and precursors; veterinary prescribing; amendments to the Circular No. 18/2018/TT-BNNPTNT.

According to Article 13 of Circular No. 12/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, 3 principles of prescribing include:

- All veterinary drugs must be prescribed prior to use, except the veterinary drugs specified in Article 14 hereof.

- The prescribing of veterinary drugs must be based on the examination or diagnosis or testing result, except for the cases in Clause 1 Article 19 hereof; ensure appropriateness, safety, efficiency and suitability for the degree of the disease.

- The prescriber is only allowed to prescribe the veterinary drugs licensed for sale and use in Vietnam.

Moreover, according to Article 14 of Circular No. 12/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, types of veterinary drugs that are not subject to prescription must be used following the manufacturer’s instructions, including:

- Veterinary drugs containing active ingredients belonging to the group of anticoccidial drugs, including Decoquinate, Diclazuril, Halofuginone hydrobromide, Lasalocid A sodium, Maduramicin ammonium alpha, Monensin sodium, Narasin, Nicarbazin, Robenidine hydrochloride, Salinomycin sodium and Semduramicin sodium.

- Veterinary drugs containing antiseptics, disinfects and decontaminants, which are used in animal husbandry and aquaculture.

- Vaccines and antibodies used in veterinary medicine.

- Hormones used in aquaculture.

- Veterinary drugs intended for strengthening resistance and supporting disease treatment.

- Herbal medicines and materials used in veterinary medicine.
