03 Principles of operation for internal inspections in Educational Institutions in Vietnam

This is a notable content in Circular 51/2012/TT-BGDDT of the Ministry of Education and Training regulating the organization and operation of inspection activities of higher education institutions and professional intermediate schools in Vietnam, issued on December 18, 2020.

03 Principles of operation for internal inspections in Educational Institutions in Vietnam (Illustrative image)

To be specific, in Article 2 of Circular 51/2012/TT-BGDDT, it is stipulated that the inspection activities of universities, academies, scientific research institutes authorized to offer doctoral programs, universities, colleges, and professional secondary schools are internal inspections. These inspections assist the Director, Rector, or Institute Director in detecting gaps in the school's management mechanisms to recommend remedial measures; prevent and detect violations of the law, school rules, and regulations; assist units, organizations, and individuals within the school in implementing educational policies and related laws; and address complaints, denunciations, and anti-corruption measures within the school's functions and duties as prescribed by law in Vietnam. The Principles of operation for internal inspections in Vietnam are as follows:

  1. Internal inspection activities are conducted by the Inspection Team or staff responsible for internal inspection work under the operating regulations of the Inspection Team and under the direction of the Rector.
  2. Inspection activities must comply with the law; ensure accuracy, objectivity, honesty, transparency, democracy, and be timely; and must not obstruct the normal activities of the units, organizations, and individuals being inspected.
  3. During the inspection, the person who issues the inspection decision, the Head of the Inspection Team, and members of the Inspection Team must comply with legal regulations on inspection and are responsible before the Rector and the law for their actions and decisions.
