On June 19, 2020, the Ministry of Public Security issued Circular 63/2020/TT-BCA stipulating the procedures for investigating and resolving road traffic accidents by the Traffic Police Force.

According to Circular 63/2020/TT-BCA stipulating that during the investigation and resolution of road traffic accidents, the following principles must be adhered to:
- All traffic accidents must be promptly investigated and resolved accurately, objectively, and comprehensively; the agencies and units receiving and handling reports of traffic accidents must urgently send personnel to the scene to address it in accordance with this Circular and other relevant legal regulations.
- The traffic police force must closely coordinate with other forces in the People's Police when investigating and resolving traffic accidents to ensure focus and unity under the direction of the Heads of Police at all levels. Subordinate agencies, units, and individuals are subject to the guidance and direction of superior levels regarding the investigation and resolution of traffic accidents; individuals are responsible to the Head of the unit and to the law for their actions and decisions.
- It is prohibited to exploit or abuse the investigation and resolution of traffic accidents to infringe upon the interests of the State, or the legal rights and interests of organizations and individuals.
The following subjects are required to adhere to the above principles, including:
- Police units and localities.- Traffic police officers and non-commissioned officers performing the tasks of investigating, resolving traffic accidents; patrolling, controlling, and handling administrative violations in road traffic (collectively referred to as traffic police officers).- Related officers and non-commissioned officers of the People's Police.- Agencies, organizations, and individuals involved in the activities of investigating and resolving traffic accidents.
Additionally, Circular 63/2020/TT-BCA also stipulates the standards for the traffic police officers performing the tasks of investigating and resolving traffic accidents, which must:
- Possess a university degree in Security, Police, or a bachelor's degree in law or higher. If graduated from universities outside the Police sector, must have studied Security or Police operations as regulated.- Have at least 6 months of experience in the traffic police force.- Have been trained and fostered in the investigation and resolution of traffic accidents.
