On October 15, 2015, the Ministry of Public Security issued Circular 52/2015/TT-BGTVT concerning regulations on commendations for achievements containing state secrets in the People's Public Security.

Circular No. 52/2015/TT-BCA stipulates that the commendation of achievements with state secret content at the levels of Top Secret, Confidential, and Restricted (hereinafter referred to as achievements with state secret content) must adhere to the following three principles:
1. Ensure the principles of commendation as prescribed by the Law on Emulation and Commendation; the Law amending and supplementing certain articles of the Law on Emulation and Commendation and the guiding documents for implementation;
2. Only those collectives and individuals who are awarded and related to the commendation of achievements with state secret content in the People's Police, as stipulated in this Circular, are permitted to disseminate information, documents, and commendation files;
3. The commendation of achievements with state secret content in the People's Police must absolutely not affect the operations of the Police sector and the rights of the awardees.
This commendation applies to the following subjects:
- Collectives and individuals within the People's Police and individuals outside the People's Police who achieve state secret content within the People's Police;
- Collectives and individuals involved in the proposal, appraisal, evaluation, submission, decision-making, and reception of commendation files for achievements with state secret content within the People's Police.
