03 Principles for Issuance of Reporting Policies Under the Management of the Ministry of Finance

Ministry of Finance has just issued Circular 16/2020/TT-BTC stipulating the reporting policies within the scope of state management by the Ministry of Finance.

Circular 16/2020/TT-BTC stipulates 03 principles for issuing reporting policies under the state management scope of the Ministry of Finance as follows:

  1. Comply with the principles as prescribed in Article 5 of Decree 09/2019/ND-CP.

  2. Ensure administrative reform requirements, necessary for management activities, not duplicating other reporting policies, minimizing requirements on the frequency and content of reports to save time, costs, and manpower in implementing reporting policies.

  3. For each periodic reporting policy, within each month, agencies, organizations, and individuals are only required to submit one of the following reports: monthly, quarterly, 6 months, 9 months, or yearly. Agencies, organizations, and individuals are not permitted to submit the same report multiple times to various departments under the Ministry of Finance.

Additionally, the Circular stipulates reports must meet general requirements for issuing reporting policies as prescribed in Article 8 of Decree 09/2019/ND-CP, and the signing of reports must be done within the correct authority, and in accordance with the functions and duties of the reporting agency.
