03 Principles for inspection via mid-term and final review of policy and strategy implementation in Vietnam

Recently, the Government of Vietnam issued Decree 99/2006/ND-CP on the work of inspecting the implementation of policies, strategies, planning, and plans.

Decree 99/2006/ND-CP regulates the preliminary and final review of the implementation of policies, strategies, plans, and projects decided by the competent authority or specified within the policies, strategies, plans, and projects themselves in Vietnam. The evaluation through preliminary and final review must comply with the following principles:

- Preliminary and final review of the implementation of policies, strategies, plans, and projects must ensure frugality and anti-wastefulness;

- Preliminary review of the implementation of policies, strategies, plans, and projects is conducted at least one year after the policies, strategies, plans, and projects are issued or approved;

- Final review of the implementation of policies, strategies, plans, and projects is conducted at least two years after they come into effect or upon the conclusion of a phase to transition to another phase or after the completion of the implementation.

Note: The final review for evaluation only applies to important, large-scale policies, strategies, plans, and projects in Vietnam.

In addition, the preliminary and final review includes the implementation content of policies, strategies, plans, and projects, but focuses on the following issues:

- Completed objectives and tasks;

- Uncompleted objectives and tasks, reasons;

- Results and progress of implementation;

- Mistakes and weaknesses during the implementation;

- Responsibilities of the leading agency and related agencies in the implementation;

- The inconsistency of policies, strategies, plans, and projects and recommendations for amendments and supplements.

More details can be found in Decree 99/2006/ND-CP, which came into effect in Vietnam on October 15, 2006.
