03 Methods of Exploitation and Utilization of the National Database on Science and Technology

According to the provisions of Decree 11/2014/ND-CP, the exploitation and use of the National Database on Science and Technology are conducted in the following three forms:

- Online exploitation through the electronic information portal or the electronic information portal of the agency managing the National Database on Science and Technology and the organizations performing the function of science and technology information focal points at the ministerial and provincial levels; through the national research and training information network;- Through written requests;- Through contracts between the agency managing the National Database on Science and Technology and the entities exploiting and using science and technology data as regulated by law.

Also according to Decree 11, the objects and scope of exploitation and use of the national database on science and technology are specified as follows:

- Agencies participating in the construction, maintenance, and updating of the National Database on Science and Technology have the right to exploit data to serve management, research, training, production, and business needs;- State agencies, political organizations, and socio-political organizations have the right to request information on related science and technology to serve state management work, meet the requirements of socio-economic development, ensure national defense, security, and international integration;- Other agencies, organizations, and individuals have the right to request information on science and technology to serve research, training, production, and business purposes.
